Speaking to a packed Assembly chamber in his first State of the State address, Gov. Steve Sisolak pledged he wouldn’t raise taxes while unveiling a number of new spending initiatives, from education to health care to pay raises.

Photographer David Calvert was in Carson City to catch the reactions from Nevada’s assembled lawmakers — both jubilant and wary — to a speech that marks the state’s first Democratic governorship in two decades.
