Did Gov. Joe Lombardo sign a bill mandating Nevada insurers cover gender-affirming care for minors?

Splitting with other GOP leaders, Gov. Joe Lombardo signed SB163, which requires insurers including Medicaid to cover gender-affirming care for transgender youth and adults in Nevada.

The bill stipulates that insurers may adopt certain requirements for covering gender-affirming care for minors including a recommendation from a mental health professional, parental consent and a written one-year plan of care approved by two physicians.

For youth and adults, the care must be considered medically necessary in order to be covered. The bill requires insurers to consult the most recent standards of care published by the World Professional Association for Transgender Health.

WPATH’s current recommendations for providing gender-affirming care to minors include addressing mental health concerns, ensuring the minor is aware of and understands reproductive risks and beginning with at least 12 months of hormone therapy, if appropriate, before surgery.
