Divided school board approves settlement for deputy superintendent who accused trustee of harassment

In a split vote, the Clark County School Board of Trustees approved a settlement for Deputy Superintendent Kim Wooden after she accused Trustee Kevin Child of workplace harassment.

The board voted 4-3 Thursday night after pulling the item from the consent agenda and having a brief discussion. Trustees Chris Garvey, Linda Young and and Child voted against approval.

Wooden filed a complaint with the Nevada Equal Rights Commission last summer against the school district for not keeping her work environment safe, according to sources familiar with the negotiations. The complaint stemmed from several interactions with Child that made Wooden feel uncomfortable and intimidated.

Child, who has denied any wrongdoing, vowed to sue the board if it approved the settlement.

"This is politically incorrect, and I will sue for slander,” he told his fellow board members before the vote.

Young said she couldn’t support the settlement — which is essentially a new contract that allows Wooden to work from home — because she didn’t think it adequately corrected the situation for the deputy superintendent. The settlement, however, was agreed upon by Wooden and her lawyer.

Garvey, meanwhile, said she wanted a full investigation into Wooden’s complaint by the Nevada Equal Rights Commission before agreeing to any settlement. She also said the process lacked transparency.

“It is, again, no reflection on the deputy superintendent,” she said. “I think she has every right to pursue that and should.”

Ultimately, Trustee Carolyn Edwards made a motion to accept the settlement, saying the district has an obligation to protect its employees.

“I will not be bullied by anybody on the board to not do the right thing,” she said.

The school district’s attorney, Carlos McDade, told board members that the district would provide legal counsel for individual trustees and the board as a whole if Child does file a lawsuit.

The board vote is the latest chapter in ongoing tension between school officials and Child. Superintendent Pat Skorkowsky banned Child from district property last year after continued complaints about his behavior while visiting schools and interacting with employees.

Child, who is running for re-election, has been an outspoken board member, criticizing Skorkowsky's handling of district finances.
